An Evaluation of Oregon’s Child Care Quality Improvement Project
Oregon’s Child Care Quality Improvement (CCQI) project takes a workforce development approach to improving quality and availability of child care. The project focuses on several strategies, including wage enhancements, trainings and professional development, and a focus on coordination within the child care system. NPC’s evaluation explained the extent to which each strategy selected at the project sites increased the availability and quality of child care. The evaluation included a process component (involving key stakeholder interviews, observational data of trainings, and service tracking data) to examine the implementation of the projects and an outcome component (involving analysis of multiple administrative datasets and observational data of the child care facilities).
