State Incentive Cooperative Agreement

The SICA project was a systems-level intervention designed to facilitate coordination and collaboration of science-based prevention programs throughout Oregon. SICA dollars funded prevention coordinators in each county and tribal entity. The evaluation was a collaboration between NPC and Portland State University, and involved both process and outcome components. The process evaluation involved extensive documentation of implementation of the SICA, tracking developments and changes in relationships between state agencies, and a network analysis. The outcome evaluation involved annual student surveys of reported risk factors for ATOD use and abuse, and archival data collection.
