Mark Waller, Researcher 3 – Specialist at NPC Research, specializes in the gathering and management of cost and utilization data, cost analysis, and the coordination of research efforts. He has worked in the areas of youth mentoring and gang prevention, early literacy programs, environmental projects, and drug court evaluations. Mr. Waller’s current work includes coordinating a cost evaluation of California’s entire drug court system and developing a cost evaluation tool that drug court and DUI courts can use to determine their own costs (in collaboration with California Administrative Office of the Courts), a cost and outcome evaluation of an adult drug court and a juvenile drug court in Michigan (for the Michigan State Court Administrative Office), developing a tool that drug courts in Michigan can use to determine their own program and outcome costs (also for the Michigan State Court Administrative Office), a cost and outcome evaluation of a drug court in Vermont (for the Vermont Supreme Court Office of the Court Administrator), coordinating cost evaluations of multiple juvenile and adult drug courts in Maryland (for the Maryland Administrative Office of the Courts) and coordinating cost evaluations on multiple drug courts and family drug courts in Oregon (for the U.S. Bureau of Justice Assistance, the Oregon State Police, and the Oregon Criminal Justice Commission).

Mr. Waller is experienced in coordinating research and evaluation efforts and conducting cost analysis, providing direct assistance to Senior Research Associates. His primary responsibilities include data management of large administrative databases, coordinating data collection efforts, collecting and analyzing cost and utilization data, evaluation and research planning, supervising staff, instrument development, creating data storage systems and databases, conducting key informant interviews, and drafting and editing reports. Mr. Waller has worked on grant writing teams and helps in writing proposals and calculating budgets.

Mr. Waller earned his Bachelor of Arts in Geography at the University of Minnesota in Minneapolis.
